  1. Heat the milk, water, and butter in a medium saucepan until the butter is melted. Remove from the heat and let it cool.
  2. In a large bowl, combine 1 1/2 cups of flour, yeast, salt, anise seed, and sugar. Beat in the warm milk mixture, then add the eggs one at a time and the orange zest. Slowly stir in the remaining flour until the dough is soft.
